Fixing L1 seed module name #14425

This PR corrects the module used as a means of calculating the rate after the L1 seed. In the release currently online, the name of this module still refers to the Stage 1 version causing artificially high post-L1 seed rates.

A new Pull Request was created by @avetisya (Aram Avetisyan) for CMSSW_8_0_X.

It involves the following packages:

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_0_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @Degano, @smuzaffar
