Add noise correlation+difference plots

Add noise correlation and difference plots to Noise layouts to aid in detecting "bad" noise: unusual noise patterns show up as uncorrelated (or off-peak) rechits.

• EB near vs far
• EE z- vs z+
• EB far - near
• EE z+ - z-

Modify EB TT numbering to start from true iTT=1 index.
In conjunction with 81X PR #14939
