separate amplifier for HcalUpgradeDataFrames #15254

@pdudero noticed that HcalUpgradeDataFrame and QIE11DataFrame had different ADC distributions. This turns out to be a bug that has been around for ~4 years: the HPD ion feedback simulation was still being applied for the HcalUpgradeDataFrames because they used the same amplifier object as the HBHE QIE8 data frames. This PR fixes the problem.

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_1_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @smuzaffar
