avoid usage of deprecated datasets for relvals

Following datasets are marked as deprecated,

• /DoubleElectron/Run2012C-ZElectron-PromptSkim-v3/RAW-RECO

this replaces the use of deprecated datasets for workflow 4.58, 4.67 and 4.77
