Revert "turn off totem dqm"

Reverts #15074.

The original problem has been solved in #15087 (histograms have fixed ranges).

they are generated for you in the relval process. is no one looking at ctpps data in relvals? (which is the cms standard validation procedure)

No, I'm afraid. Where can I find more information about the "RelVal" process? In particular on what we (CTPPS) are supposed to do. Thanks!

Hi @jan-kaspar, we produce relvals for each pre-release to be looked at by validators from each group and report in valDB and fill report in valDB. General instructions for validators are here:
