Miscellaneous fixes to new FSQ vtx smearing parameters

Two fixes:

• correcting the names of the scenarios to contain correct bunch spacing
• fixing Configuration/StandardSequences/python/VtxSmeared.py adding _cfi at the end of configuration fragment
