fix short matrix for new phase2 WF numbering

This PR fixes the misnumbering introduced in #15817.

as you can see from the jenkins report

, 20024.0 (D1 workflow) did not show up.
I think this is because it is not known to runTheMatrix.py [without -w upgrade].
The first 2* wf that shows up in this matrix is 20421.0.

Please fix, ... also it may help to check what you get before submitting a PR.
