HIN High-pT trigger DQM for 80X (CMSHLT-1129, CMSHLT-1135, CMSHLT-1137)

This PR is the 80X backport of #16726. The DQM setup for the monitoring of the trigger paths requested in https://its.cern.ch/jira/browse/CMSHLT-1129 https://its.cern.ch/jira/browse/CMSHLT-1135 https://its.cern.ch/jira/browse/CMSHLT-1137 is asked for integration. No C++ code change is proposed, we require only python level changes.
