Improvements for o2o tools

In this PR:

1. clean up of various hacks for conddb tools, no longer required in sqlachemy 1.1.4
2. o2oMgr tool with various new functionalities:

• job configuration (JSON) replace the Tag information
• command to change interval and configuration
• command to list jobs and configuration
• job execution gets the input params from the JSON configuration
