90X HLT update moving code customizations into the ConfDB menus.
This takes care of customizeHLTforCMSSW.py, BUT NOT ANY 2017 ERA modifications.
IOW, the menus are still 2016 but include all config changes needed for the 90X code base.
Based on CMSSW_9_0_X_2017-02-15-2300.
