Improved context gathering for exceptions #18044

Encapsulated the additional context information to be added to an exception message into functions.
When an exception occurs related to a Worker, the Service context information is used to form the full exception context. This avoids problems when one exception is passed to multiple threads (such as when multiple modules are waiting for data on a module which threw an exception).
