This PR updates the parameters for the radiation damage model used for HB/HE scintillator darkening. See https://indico.cern.ch/event/641946/contributions/2604357/attachments/1466160/2266650/PlanB_TDR.pdf for details.
This PR will be backported to 91X for the Muon/Barrel TDR.
