Add scripts to read and write APE from/to ASCII and db files

Add scripts to

• dump an APE sqlite payload into txt file;
• produce APE sqlite payload from txt file;
• write txt files with fixed APE values for different tracker subdetectors.

The scripts are used for the phase-I pixel detector alignment and other tracker-alignment activities.
