With this PR the IB machinery will keep the files needed for tests of 2018 workflows resident in the cmsbuild area and will allow for easier tests for general PR integration.

(was hoping #21842 would get merged first so I wouldn't have to rebase again, but it is not ready yet, oh well)

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @davidlange6, @slava77, @smuzaffar, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)
