Cleaning up corner cases for threading #22162

Better to have lambda immediately take 'ownership' of doneTask rather than waiting until the task is actually run.
Instead of relying on having the appropriate thread local set with the ServiceToken, we now explicitly pass the token to all methods which may need it.
