Hi all,

this PR does not affect any central workflow (it's all inside the /test area of the package).
This code is what is used by the Muon POG validation team for the standard release validation, to produce the comparison plots.
It has been tested by running on the CMSSW_10_1_0_pre1 RelVals in comparison with the special RelVals produced in CMSSW_10_0_0. The resulting plots are visible here:
