backported StoredMergeableRunProductMetadata

[Dr15Jones]

In order to attempt to make CMSSW_10_X files forward compatible with
CMSSW_8_0 (for possible use in the ultra legacy processing) ROOT
needs the dictionary for the type StoredMergeableRunProductMetadata.

A new Pull Request was created by @Dr15Jones (Chris Jones) for CMSSW_8_0_X.
