Backport StoredMergeableRunProductMetadata in 94x

Same as #25171 for 80X, to allow to run 2017 HLT from 10_4 RAW. This is the draft plan for ultra-legacy processing.

No need of #25209 in 94X, as std::bitset<6> already exists.
