I have runTheMatrix with this. It fixes the portions it was designed to fix and doesn't break anything new. The failures that are seen with the exception of the last one are known failure modes, see #2627. The last one in 13000 was being masked by the previous one and looks like it is generated in SeedingLayerSetsBuilder::layers(edm::EventSetup const&) const.

10000, 10200, 10400, 11200, 11400, 11600, 11800 12000 all pass successfully.

12200 still fails in step2 with
