Improvements to PSet Entry implementation #27127

PR description:

This is a refactoring of the code to improve maintenance as well as to move construction of data structures from dynamic load time to compile time.

PR validation:

All framework unit tests pass.

Declare all Entry types in the enum and use the values only from there.
Create constexpr data structures for all the name to code lookups.

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @davidlange6, @slava77, @smuzaffar, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)
