When I ran the RelVals I found an error in the following worklfows:

(most likely, the failures of BOT have nothing to do with Francesco's changes)
the commit included from: from-CMSSW_7_1_0_pre3_revertDQMIO_HIrecycle would-reintroduce the issues with --command ; @fabozzi I think we should close this PR and make a new one cherry-picking only the second and last commit.

Indeed there was a problem with some weight files being removed without having the associated changes in CMSSW being picked up.
