Minimal python3 compatibility for FWCore/ParameterSet scripts

PR description:

Update four scripts in FWCore/ParameterSet/scripts for compatibility with python3.
Please note that even in the master version edmPython* scripts are not functional at present.
edmConfigSplit and edmConfigIncludeChecker now work also on python3.

PR validation:

Tested locally on relval configurations or CMSSW code.
