Validation of MTD BTL RecHit Longitudinal Position

PR description:

Two new histograms have been added to the BTL Local Reco plugin, to check the MTD BTL RecHit Longitudinal Position and Error.

PR validation:

The new code has been tested in the release CMSSW_11_2_X_2020-07-26-2300. The size of the new histograms on disk is:
238.40 KiB MTD/BTL
Compared to the previous size:
237.54 KiB MTD/BTL
