Improvements for the DB credentials infrastructure

PR description:

Several improvements for the DB credentials infrastructure:

• Fix for bug involving creation of new principals, introduced in the last PR involving the Credential Store class
• Introduced log collection for the procedure updating the Credential DB content
• Added support of db key for the python code
• conddb command support the db key

PR validation:

private test for principal creation
existing unit tests for conddb commands
