Add SiPixelGenErrorDBObject payload inspector

PR description:

This PR adds few payload inspector classes for the SiPixelGenErrorDBObject CondFormat.
In addition few improvements are implemented for the SiPixelTemplateDBObject one.
Unit tests are updated accordingly.

PR validation:

Relies on the existing and extended unit tests.
