miscellaneous fixes for Split Vertex Validation submitter

PR description:

This PR fixes a couple of mistakes in the HTCodor configuration for the submission of Tracker Alignment Split Vertex Validation jobs with the submitPVResolutionJobs.py script. A couple of monitoring histograms are also fixed.
