New macros in Validation/RecoVertex (backport from 71x)

Tests 10000, 10200, 10400, 11200, 11400, 12000, 12800, 13000, 13600 and 14600 pass all steps.
Tests 12200, 12400, 12600, 13800, 14000, 14200 and 14400 fail in step 2 with known errors.

if tests are fine. runTheMatrix seems to be broken in CMSSW_6_2_X_SLHC_2014-04-09-0200.

@vadler Are you using "-w upgrade"? That is required for the SLHC tests, e.g.

runTheMatrix.py -j 6 -w upgrade -l 10000,10200,10400,11200,11400,12000,12800,13000,13600,14600
