Replace last LinkDef.h file with XML selection file

Replace last remaining LinkDef.h to XML selection file.
We did this migration a long time ago (see #2411, #1881, #11661 ).

SimTransport/TotemRPProtonTransportParametrization was added by #25599 after the migration. I would suggest that once this PR is merged then we disable LinkDef.h build rule.
