Added link needed for debug build of SimTransport/PPSProtonTransport

PR description:

When compiled with -DEDM_ML_DEBUG there was a missing symbol which comes from SimDataFormats/Forward.

PR validation:

The code now compiles and links with -DEDM_ML_DEBUG set.
