Removed ParameterSet usage from SimBeamSpotObjects

PR description:

Removed ParameterSet usage from SimBeamSpotObjects. Moved the usage to the only piece of code that used it, BeamProfile2DB.

Updated BeamProfile2DB to be a global::EDAnalyzer with a complete fillDescriptions.

PR validation:
