Split dqm configuration tests in smaller parts to avoid timeouts

For ppc64le and aarch64 archs, DQM offline configuration tests timed out [a] after 1 hour, see the discussion [b].

This PR proposes to split the DQM offline configuration tests in smaller parts (10 configurations per test instead of 20). This should allow to finish each test with in 1h ( the time limit we set for IBs and PR tests)
