Make static into member data of PixelFitterByHelixProjections

Valgind found this statics being modified from multiple threads.
Moving them to be member data solves several problems including the
thread safety issues. The other problem was if multiple
PixelFitterByHelixProjections were being used in a job and the job
crossed an IOV boundary, only one of them would get updated EventSetup
data.

tested in CMSSW_7_1_X_2014-04-26-1000
(test area sign359 in a combination of pulls 3503 3512 3513 3514 3515 3517)
no differences in reco outputs based on the short matrix test (15 workflows)
