Dqm splash run CMSSW_12_0_X

PR description:

Add predefined DQM splash run settings to simplify switch from default run settings to splash run settings, following [0, 1].
Add Final Source settings printout.

This pull request is fully signed and it will be integrated in one of the next CMSSW_12_0_X IBs after it passes the integration tests and once validation in the development release cycle CMSSW_12_1_X is complete.
