fix seedingLayersEDProducer

delete unneeded PSet which make HLT configuration crashing
as it has been spotted by Martin

I run the OnLine_HLT_2013.py configuration available in 710pre7

1. as it was and it runs
2. adding all PSets as they are defined in 710pre7, it fails
3. removing the TIBi and TIDi (w/ i=1,2,3) as it is in this PR, it runs

they were added by mistake in the previous PR
