Fully configurable SiPixelFakeLorentzAngleESSource

PR description:

It has been suggested that for phase-2 IT geometry development it might be quicker to use fake CPE conditions as opposed to using to meta-GlobalTags from autoCondPhase2.
One of the shortcoming of the current SiPixelFakeLorentzAngleESSource is that it has one unique hard-coded value for the μH for all DetIds. This overcome in this PR.
Profited of the PR to introduce unit tests.
