PR description:

This PR implements invariant mass over delta R correlation condition in the uGT emulator. No changes are expected to any output, and no other PRs or externals depend on it.

2. verifying that the results agree with the uGT firmware using test vectors,
3. verifying that the runTheMatrix test runs successfully,
4. verifying that it passes the scram build code-format.
