Call RootHandlers::willBeUsingThreads() based on number of threads rather than streams #39475

PR description:

While working on something else I noticed EventProcessor calls RootHandlers::willBeUsingThreads() if the job was configured to use more than one stream. Given what InitRootHandlers::willBeUsingThreads() does

void InitRootHandlers::willBeUsingThreads() {
//Tell Root we want to be multi-threaded
ROOT::EnableThreadSafety();
//When threading, also have to keep ROOT from logging all TObjects into a list
TObject::SetObjectStat(false);
//Have to avoid having Streamers modify themselves after they have been used
TVirtualStreamerInfo::Optimize(false);
}

I'd think the check should be based on the number of threads (thinking of a job with one stream and at least two threads).

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
