Add TaggedProton filter for analysis with tagged protons

PR description:

New filter to select events with a fixed number of forward protons, to be used with Pythia/Madgraph or any other event generator w/o cut on forward proton kinematics in central exclusive production processes (pp -> p + X + p )

The code can be used in generator fragment in the following way:
