Exotica and neutron background Physics Lists update

Several updates not affecting mainstream SIM step:

1. added option to disable "cut in range for protons"
2. added option to enable fluorescence for photo-effect
3. In exotica Physics List use the same EM physics as in the default one
4. In exotica Physics List fix process order (which was incorrect before)
5. removed obsolete options flagGlauber, flagFTF, flagHP

These modifications are needed for neutron background studies and for better Physics List for exotica.
