Simplify CSCDQM_StripClusterFinder

Following with comment https://github.com/cms-sw/cmssw/pull/40353/files/d48adf76310de4229f36b852642b39cfb8145dfd#r1068997587 , there is no need to update icstart in DQM/CSCMonitorModule/plugins/CSCDQM_StripClusterFinder.cc, or even define it at all.
