Boosted jet lepton cleaning

Made same pull request for CMSS_7_2_X and they asked me to do the same for 7_1_X (PR Merged #4809). The files added do a lepton-jet cleaning algorithm for boosted topologies.

• CMSSW_7_1_6 was released on Aug 8;
• /dev/CMSSW_7_1_1/HLT/V142 is the menu migrated to the CMSSW_7_1_6 template
