cmsDriver.py skims -s SKIM:CosmicTP --data -n 100 --conditions auto:com10 --python_filename=CosmicTP_SKIM.py --processName=SKIMCosmicTP --scenario cosmics --no_exec

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_1_X IBs unless changes or unless it breaks tests. @Degano can you please take care of it?

The tracker-pointing skim definition is intended for the first test of skimming on cosmics global run; DDT is otherwise ready to place this reqeust to compops, to catch up with the cosmics collected so far and keep up with new cosmics data as it'll be collected
