Removed unused authentication file for online DQM

Removes unused authentication file for online connection to Oracle in DQM/Integration. No need of further action, as this file is a placeholder: the conditions are accessed using the GlobalTag via FroNTier, the connection strings are malformed and point to non-existing accounts.
