Backport vertex validation developments from 75X to SLHC

This PR backports the esential parts of the following PRs to SLHC branch to allow more detailed vertex performance studies

• Move Vertex Validation histograms in a more appropriate folder. #4872
• Improve histo ranges #5087
• Fixes to primary vertex validation #7756
• Add resolution and pull plots to vertex validation, and fix two bugs #8009
• Add purity plots to vertex validation plus some cleanup #8412

Tested in CMSSW_6_2_0_SLHC25_patch3. Some changes to existing vertex plots are expected due to changes in binning.
