Dt conditions cleanup

Complete the copy ctor and assignment op of DTRecoConditions (cf 9e6c46e#commitcomment-11050618).
Complete tools for writing/dumping this payload.
Clean-up (remove) unused/dummy/duplicate DT payload tools.
