Fixing the number of dead modules (1% for LHCCCooling - 5% for LHCC)
The Cooling loop is now defined as a missing part of the layer 5 : 1/2 layer in z + 1/2 in phi
The layer 4 is still removed at the geometry level (untouched in this PR, it was already configured from past release)
Reminder of the WF numbers: 110XX for LHCCCooling and 146XX LHCC
