This PR is adding the reference scenario for the Tracker Descope Document : the usual layer 4 has been removed but no defects have been added ; This is to have a good reference to compare for producing the results for the scope document.
Since relvals will be produced, I have added the scenario is runthematrix too - It can be run with the following number : 164XX
