Adding v3 of 25ns, v4 of 50ns and lowPU L1T menus (75X)

The L1T menus are provided by Takashi MATSUSHITA Takashi.Matsushita@cern.ch
and taken from /afs/cern.ch/user/t/tmatsush/public/L1Menu/

A new Pull Request was created by @Martin-Grunewald (Martin Grunewald) for CMSSW_7_5_X.

Adding v3 of 25ns L1T menu (75X)

It involves the following packages:

L1Trigger/Configuration
L1TriggerConfig/L1GtConfigProducers

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_5_X IBs once checked with relvals in the development release cycle of CMSSW (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @davidlange6, @Degano, @smuzaffar
