index page for filtering and sorting notebooks

an index page has been created on the jupyterhub fork for filtering and sorting notebooks. It has not been customized much yet and the parsing side (meta data in notebooks) needs to be developed for it.

@gngdb We don't need to have a sophisticated solution at this stage. I'd be happy with some hardwired HTML as a landing place for people going to the jupyterhub server.

@ewan-klein Do you have any particular template in mind? There is a basic arrival page I have removed the filtering sorting buttons and it allows you to go to your notebook server from there. It has the informatics logo and I can hardwire the connections to go directly to notebooks since right now it goes to the repo and the amount of folders there is probably confusing for students. I have implemented the redirection tested it all from my half but it now needs to be put up in the server.
