This issue was originally TRAC 10763

In fact any operation on a workspace does not allow me to save changes to a project without having to use File > Save Project As..., yet moving a plot widow slightly within the work area does.

This is because we are not marking the workspace as dirty, we should

Refs #11605 Fix project modifications

This causes the project to appear as modified after the ADS changes or
after a window (including windows other than MdiSubWindows) are shown.
